Board of Selectmen Minutes 10/11/2007
Old Lyme Board of Selectmen
Special Meeting, Thursday, October 11, 2007

The Board of Selectmen held a special meeting at 5:00 P.M. on Thursday, October 11, 2007 at Christ the King Church. First Selectman Timothy Griswold, Selectman Skip Sibley and Selectwoman Bonnie Reemsnyder were present.

1.  CRRA – Authorize a “Friend of the Court” Brief – Discussion
First Selectman Michael Pace of Old Saybrook, who is Chairman of the Board of the CRRA (Connecticut Resource Recovery Authority), asked the Selectmen to approve a “Friend of the Court” Brief in support of CRRA. First Selectman Tim Griswold is an ad hoc member of the CRRA board.
The Connecticut State Supreme Court has ordered CRRA to distribute $35 million in funds to towns in Connecticut that are part of a class action lawsuit stemming from the failure of Enron. CRRA is appealing the decision and would like the funds to remain in a Connecticut State Treasury account until the appeal is decided. The situation is complicated and the Selectmen decided to study the issue and discuss it at the next Board of Selectmen meeting.

2.  Special Town Meeting – Hartford Ave. Paving and Related Work
First Selectman Griswold presented the following resolution to be considered at a special town meeting:
Resolved: To authorize a sum not to exceed $77,000 to be appropriated for improvements to Hartford Avenue, including the installation of a two-inch overlay of pavement on Hartford Avenue along with curbing, aprons, milling and tack coat.  Such improvements to be funded by a $21,800 carryover from the Town’s fiscal 2007 budget and the balance from the Sound View Parking Lot account.

Selectwoman Reemsnyder made a motion, seconded by Selectman Sibley, to have a town meeting on October 22, at 7:30 P.M. in the Middle School cafeteria to consider the Hartford Avenue paving and related work.
SO VOTED.

3. Adjournment
Selectman Sibley made a motion to adjourn the meeting at 6:02 P.M, Selectwoman Reemsnyder seconded the motion.  SO VOTED.

Respectfully submitted,

Martha Hansen
